All Saints Stand Health and Safety Statement

As a church, we understand that we owe a duty of care to ensure the safety of those who visit or use
our church, hall and churchyard. We also know that, where we are an employer or control premises in
certain circumstances, we have to meet the requirements of health and safety law. In accordance
with the Terrorism (Protection of Premises) Act which became law in 2025 known also as
Martyn’s law’, we are currently reviewing our Health and Safety Policy on how the
requirements of the act can be implemented within our premises in the event of any terrorist
incident or possible attack.

General statement of policy

Our church Health and safety policy will ensure, so far as is reasonably practicable, that our church
activities are carried out as safely as possible and do not pose a risk to the health of our volunteers,
congregation, visitors and others who may use the church, churchyard or any other building we are
responsible for. This will be in accordance with good practice and any relevant statutory provisions
where they apply.

The All Saints Parochial Church Council (PCC) accepts its overall responsibility for
this and we will ensure that adequate resources are made available to achieve this objective.
To keep matters within our Health and Safety policy under review, we will include ‘health and safety’
as a standing item on the agenda for all meetings of the PCC. We will monitor the effectiveness of the
policy, amending it where we believe it is no longer valid.

It is the duty of all employees and volunteers to exercise personal responsibility for their own safety and that of others who access the church or participate in church activities. We will ensure that this policy is brought to the attention of our employees and volunteers.

Organisation and responsibilities for implementation of the policy

The Church Wardens are responsible for ensuring Health and Safety matters arising from risk
assessments and day to day activities are dealt with as appropriate. All volunteers and persons
entering or using the church premises will take reasonable steps to ensure their own health and
safety and the health and safety of others who may be affected by what they do. All Contractors
carrying out work on our church premises are responsible for their own health and safety, their
employees and any subcontractors engaged in the work and for the health and safety of church users
who may be affected by this work.

Risk Assessment

The church PCC will ensure that suitable and sufficient assessment of risks to health and safety
arising from our church activities and premises are carried out and reviewed as necessary

Fire and Evacuation

The PCC will ensure that a fire safety risk assessment is undertaken, implemented and reviewed as
necessary and that appropriate fire safety measures and evacuation procedures are in place.
We will try to ensure that everyone involved with the church plays their part in the implementation of
our Health and Safety policy.

Further detail about our organisation and arrangements for managing health and safety is set out in our Health and Safety Policy a copy of this can be made available on request.
